1. Introduction

Shanwei City, commonly known as Hailufeng, is a prefecture-level city under the jurisdiction of Guangdong Province, People's Republic of China. It is located in the southeastern part of Guangdong Province, bordering the South China Sea to the south. The city is adjacent to Jieyang City to the east, Meizhou City and Heyuan City to the north, and Huizhou City to the west. Situated at the junction of the Pearl River Delta and the coastal hilly region of eastern Guangdong, it lies 160 kilometers east of Shantou City and 120 kilometers west of Shenzhen City. The terrain is higher in the northwest and lower in the southeast, with the Lotus Mountain Range in the northwest and low hills and coastal plains in the southeast. Rivers such as the Luo River and Huangjiang River flow from north to south into the South China Sea. The coastline stretches approximately 455 kilometers, featuring 881 islands of various sizes along the coast. The People's Government of Shanwei City is located at No. 429, Shanwei Avenue, Chengqu District.

Before becoming a city, Shanwei was originally Shanwei Town under the jurisdiction of Haifeng County. In January 1988, with the approval of the State Council, Shanwei Town of Haifeng County was abolished and the prefecture-level Shanwei City was established, administering the administrative areas of the former Haifeng and Lufeng counties.

The name "Shanwei" originates from the sand ridge line of the coastal beach, with the port market located at the tail end of this sand ridge line, locally referred to as "Xianwei" (线尾). Due to the Haifeng dialect's homophonic pronunciation where "Xian" (线) sounds like "Shan" (汕), it came to be called Shanwei. The origin of its name is unrelated to Shantou, which derives from the "Shashantou Fort," and it is often mistakenly considered part of the Chaoshan region by outsiders.

As early as the Neolithic Age 6,000 years ago, ancient inhabitants engaged in fishing, hunting, and farming here, living and multiplying. According to the "Tribute of Yu," there was a concept of the Nine Provinces, and at that time, Shanwei belonged to the southern territory of Yangzhou among the Nine Provinces. The "Rites of Zhou‧Summer Offices‧Territorial Administration" referred to it as a vassal land. During the Spring and Autumn period, it was part of the territory of Nanyue. In the Warring States period, it was incorporated into Chu and referred to as Baiyue. From the Qin dynasty to the early Han dynasty, the entire area of Shanwei was part of the Nanyue Kingdom, within the territory of Boluo County in Nanhai Commandery during the Qin and Han dynasties.

In the sixth year of the Yuanding era of the Han dynasty (111 BCE), Haifeng County was placed under Dongguan Commandery, with its jurisdiction covering the entire present-day Shanwei City, as well as parts of Huilai County, Puning City, and Jiexi County. In the eleventh year of the Kaihuang era of Emperor Wen of Sui (591 CE), Dongguan Commandery was merged with Lianghua Commandery and others to form Xunzhou, with Haifeng County belonging to Xunzhou. In the fifth year of the Wude era of Emperor Gaozu of Tang (622 CE), the eastern part of Haifeng was separated to establish Anlu County, with its county seat at Da'an Tun (present-day Da'an Town in Lufeng City), governing the areas of present-day Lufeng City, Luhe County, and parts of Huilai County, Puning City, and Jiexi County. In the first year of the Zhenguan era of Emperor Taizong of Tang (627 CE), Anlu County was abolished, and Haifeng County was restored, still under the jurisdiction of Xunzhou.

During the Yuan dynasty, the Shanwei region belonged to the Guangdong Circuit of the Jiangxi Branch Secretariat under the Huizhou Route. In the Ming dynasty, it was part of Huizhou Prefecture under the Guangdong Provincial Administration Commission. In the Qing dynasty, it belonged to Huizhou Prefecture in Guangdong Province. In the ninth year of the Yongzheng era of the Qing dynasty (1731 CE), Shifan, Fangkuo, and Jikang—three districts in the eastern part of Haifeng County—were separated to establish Lufeng County, with its county seat at Donghai Jiao (present-day Donghai Town in Lufeng City). Both Haifeng and Lufeng counties belonged to Huizhou Prefecture.

After the founding of the Republic of China, the area was placed under the Chaoxun Circuit of Guangdong Province. Starting in the 19th year of the Republic of China (1930), it was placed under the Fourth Administrative Inspection District of Guangdong Province.

After the establishment of the People's Republic of China, both Haifeng and Lufeng were under the jurisdiction of the Eastern Guangdong River Commissioner's Office. In 1953, they were transferred to the Eastern Guangdong Administrative Office. In 1957, they were placed under the Huizhou Commissioner's Office. In December 1958, they were reassigned to the Shantou Regional Commissioner's Office. In September 1983, they were again placed under the Huizhou Regional Commissioner's Office.

In January 1988, with the approval of the State Council, Shanwei Town in Haifeng County was abolished, and Shanwei City was established within the administrative regions of the original Haifeng and Lufeng counties. Seven coastal towns in southern Haifeng County—Shanwei, Hongcao, Magong, Dongchong, Tianqian, Jiesheng, and Zhelang—were designated as the urban district of Shanwei City. Eight towns in the northern mountainous area of Lufeng County—Hetian, Hekou, Xintian, Luoxi, Shuichun, Shanghu, Nanwan, and Dongkeng—were separated to establish the new Luhe County.

By the end of 1992, Tianqian Town and Zhelang Town were separated from the urban district of the city, and Dongzhou Subdistrict was also separated to establish the new Honghaiwan Economic Development and Experimental Zone.

4.1 Overview

Shanwei City is located on the eastern coast of Guangdong, between longitudes 114°54' and 116°13'24" East and latitudes 22°37'40" and 23°38'35" North. The terrain is higher in the north and lower in the south, with the southern part bordering the South China Sea's Honghai Bay and Jieshi Bay. To the north, it connects with Zijin County of Heyuan City and Wuhua County of Meizhou City. It neighbors Jieyang City to the east, bordering Huilai County, and is adjacent to Huizhou City to the west, bordering Huidong County. The land boundary spans approximately 132 kilometers from east to west and 90 kilometers from north to south. The terrain features an intermingling of mountains, hills, plateaus, and plains, sloping from high in the north to low in the south.

The main rivers within the territory are the Luo River, Huangjiang River, Wukan River, and Chishi River, forming four major water systems with a total length of 253 kilometers and a drainage area of 3,613.7 square kilometers. Shanwei has a vast maritime area with a long, winding coastline and numerous harbors, primarily Honghai Bay and Jieshi Bay. The coastline stretches 302 kilometers, encompassing 91 islands and extensive shallow seas and tidal flats.

4.2 Geology

The major deep and large-scale faults in Shanwei City are: the Lianhuashan Deep Fault Zone and the Chao'an–Puning Deep Fault Zone.

  • Lianhuashan Deep Fault Zone: This zone runs along the Lianhuashan mountain range eastward through Meixian into Fujian and westward to Huidong, entering the South China Sea via Daya Bay and Shenzhen Bay. It extends in a northeast direction, with a length of about 500 km within Guangdong Province. It is one of the major fault zones in Guangdong, characterized by multi-cycle activity, with evidence of activity since the Quaternary period.
  • Chao'an–Puning Deep Fault Zone: This zone is observed in the areas of Raoping, Chao'an, Puning, and Lufeng, extending in a northeast direction for about 210 km within the province. This fault formed in the late Jurassic period and has shown recent activity.

The stratigraphy is relatively simple, primarily developed in Mesozoic and Cenozoic strata, including the Jurassic (J) and Triassic (T) systems.

  • The Upper Subgroup of the Upper Jurassic Gaojiping Group (J3b) is mainly found in the Shenzhen-Shanwei Special Cooperation Zone, the area from Chishi–Neiwanyao–Huangshandong Reservoir in Haifeng, and in Houmen, Guanmashan, Qilinwei of Haifeng, and Jianfengdong in Lufeng County, with smaller exposures elsewhere. The lithology consists of rhyolitic rocks, dacite, and volcaniclastic rocks interbedded with sandstone and shale, with a thickness of approximately 1.28–8.46 km.
  • The Upper Triassic–Jurassic (T3-J) is mainly found in localized areas of Haifeng and Lufeng, and in small exposures in the northern part of Luhe. The lithology comprises conglomerate, sandy conglomerate, and siltstone.

4.3 Topography and Landforms

Shanwei City is situated on the eastern side of the Chaoshan Plain and within the hinterland of the Lianhuashan mountain range, featuring numerous mountainous areas. Influenced by successive crustal movements involving folding, faulting, and volcanic uplift, Shanwei has developed a complex topography encompassing mountains, hills, plateaus, and plains. Located on the southern foothills of the Lianhuashan, the mountain range trends from northeast to southwest. The Lianhuashan range extends southeast from Tongguling on the Fujian-Guangdong border through Shanwei and Huiyang, reaching the sea near Hong Kong. The terrain consists of high hills and mountains in the north, with overlapping ridges. There are 23 peaks over 1,000 meters, the highest being Lianhuashan at 1,337.3 meters above sea level, located in the northwest of Haifeng County. The central area is mostly hills and plateaus, while the southern coastal region is predominantly plateaus and plains. Mountains and hills account for approximately 43.7% of the city's total area.

4.4 Climate

Shanwei City is situated south of the Tropic of Cancer and has a subtropical monsoon climate. Summers are hot and rainy, while winters are mild and dry. The average annual temperature is around 22.1°C, and the average annual rainfall is 1,900 mm.

In 2011, four towns—Ebu, Xiaomo, Houmen, and Chishi—were separated from Haifeng County to form the Shenshan Special Cooperation Zone. Its administrative committee is a dispatched agency of the Provincial Party Committee and Provincial Government, enjoying prefecture-level administrative authority. It is jointly managed by Shenzhen and Shanwei cities, with Shenzhen taking the lead in economic management and construction, while Shanwei is responsible for land acquisition, demolition, and social affairs.

6.1 Crops

The main food crops include rice, sweet potatoes, wheat, and corn; cash crops include sugarcane, peanuts, soybeans, sesame, lotus root, arrowhead, etc.; fruits mainly comprise 42 species across 29 families, such as lychee, longan, banana, mandarin orange, and tangerine. The Xianglu Orange is a unique, high-quality, disease-free seedling material specific to Shanwei City.

6.2 Aquatic Products

Shanwei boasts abundant aquatic resources with a wide variety of species, making it one of the famous fishing grounds in Guangdong Province. The area is rich in fish, shrimp, crabs, shellfish, and algae, with a fishing industry history spanning several centuries. Major productions include blue mackerel (pond fish), sea catfish (red fish), yellowtail scad, catfish, bigeye snapper, large-scale mackerel, grouper, etc. Crustaceans include the Penaeus merguiensis and Metapenaeus affinis. Shellfish include the Crassostrea rivularis (oyster), Perna viridis, blue mussel, abalone, etc. Algae include Guangdong purple laver and goose palm tea.

6.3 Industry

Traditionally, the industry has focused on shipbuilding, seafood processing, fishing gear manufacturing, and textile production. In recent years, high-tech industries such as automotive, electronics, and pharmaceuticals have been introduced from the Pearl River Delta region.

Transport

7. Transportation

Transportation primarily relies on maritime shipping and highways. Shanwei Port is one of the main import and export ports in eastern Guangdong, with routes reaching Hong Kong, Macau, Guangzhou, Shanghai, and other places. The G15 Shenshan Expressway, National Highway 236, and the Guangzhou-Shanwei Highway (National Highway 324) traverse the city. The urban area is 316.5 kilometers from Guangzhou, 207 kilometers from Shantou, and 224 kilometers from Shenzhen. Maritime shipping is well-connected and offers fast round trips. Shanwei Port is only 81 nautical miles from Hong Kong and provides convenient access to the ports of Guangzhou, Shantou, and Xiamen, making it an important link for economic connections between western and eastern Guangdong, as well as between Hong Kong and mainland China. It has long been known as the "Little Hong Kong." The Chinese high-speed railway, the Xiamen-Shenzhen Railway, also has a station in Shanwei.

7.3 Railway

7.3.1 Xiamen-Shenzhen Railway

The Chinese high-speed railway, the Xiamen-Shenzhen Railway, was completed and opened to traffic in December 2013. It has three stations within Shanwei:

7.3.2 Shanwei-Shantou Railway

  • Lufeng South Station (located in Donghai Town, Lufeng City)

7.3.3 Guangzhou-Shanwei Railway

The Chinese high-speed railway, the Guangzhou-Shanwei Railway, is scheduled to be completed and opened to traffic in September 2023. It will add one new station within Shanwei:

7.4 Taxi

In the urban area of Shanwei City, the taxi starting fare is 7 yuan for the first 2 kilometers, followed by 2.4 yuan per kilometer, which is 0.6 yuan per 250 meters. For single trips exceeding 15 kilometers, an additional 30% is charged per kilometer. From 11:00 PM to 6:00 AM the next day, an additional 20% is charged per kilometer. Waiting fees (including traffic jams) are not charged for the first 4 minutes, after which 0.30 yuan is charged per minute. Fees for toll bridges, toll roads, etc., are paid by the passenger.

According to the Seventh National Population Census in 2020, the city's permanent resident population was 2,672,819. Compared with the 2,869,877 people from the Sixth National Population Census, there was a decrease of 197,058 people over the ten years, a decline of 6.87%, with an average annual growth rate of -0.71%. Among them, the male population was 1,384,574, accounting for 51.8% of the total population; the female population was 1,288,245, accounting for 48.2% of the total population. The overall sex ratio (with females as 100) was 107.48. The population aged 0–14 was 691,792, accounting for 25.88% of the total population; the population aged 15–59 was 1,582,242, accounting for 59.2% of the total population; the population aged 60 and above was 398,785, accounting for 14.92% of the total population, of which the population aged 65 and above was 283,345, accounting for 10.6% of the total population. The urban population was 1,526,714, accounting for 57.12% of the total population; the rural population was 1,146,105, accounting for 42.88% of the total population.

At the end of 2022, the permanent resident population of Shanwei City was 2.6826 million, a decrease of 4,300 from the end of the previous year. Among them, the urban permanent resident population was 1.5522 million, accounting for 57.86% of the permanent resident population (urbanization rate of permanent residents), an increase of 5,600 from the end of the previous year.

10. Culture

10.1 Language

In most areas of Shanwei City, the Haifeng dialect of Southern Min is commonly used, which is closer to the Quanzhang dialect rather than the Chaoshan dialect.

In the northern regions of Haifeng County and Lufeng City, as well as throughout Luhe County, Hakka is spoken, belonging to the Hailu subgroup of the Hakka language.

Additionally, some residents also use Cantonese (Baihua). In a few townships and villages within the area, Junhua is distributed, which is a Mandarin dialect island and a direct product of the Ming Dynasty's "Weisuo" military system.

The She ethnic residents of Hongluo She Ethnic Village in Ebu Town, Haifeng County, speak the She language, which belongs to the Miao branch of the Hmong-Mien language family.
